Our lives are constantly affected by the decisions that other people make, during childhood our parents make it, in school the government representatives or even the heads of our organizations.
This course is about decisions made in protected areas, how managers make decisions, and how this affects people in communities or other related stakeholders. It is about how those affected participate and how their legitimate rights are respected, in addition to the way in which decisions are made accountable and how the conflicts that these decisions have caused are mediated.
The relevance of governance in protected areas derives largely from people’s interest in access to natural resources and the limitations that are often established for this use as a result of the creation of protected areas and the decision-making “style” of some managers.
In many cases, it is not the decision-making that generates the conflict but the way it is made and how arbitrary it may have been. Making those decisions under a correct procedure, applying appropriate principles and values, is what we call good governance.
This course revolves around the guidelines that have been formulated on this topic in the International Union for Conservation of Nature (IUCN) and the good experiences in the governance of protected areas that have been developed in some countries of the Latin American Region.

People who work in the management of territories, who face the challenge of improving the governance of one or more protected (PA) and conserved (CA) areas.
What will we learn in this course?
Throughout the different modules of the course, we will address the following topics:
- Concept of how we understand it: governance, governability, participation, management, protected and conserved areas.
- The 4 types of governance that are identified for protected areas according to IUCN (International Union for Conservation of Nature).
- The relationship between governance and the management categories of protected areas according to IUCN.
- The 5 principles for good governance promoted by IUCN and the Convention on Biological Diversity.
- Enabling conditions for good governance and international agreements that provide a framework for the principles of good governance.
- Mechanisms and good practices for good governance used in the Latin American Region, to support the installation of the principles of good governance in the management of protected and conserved areas.
- Case studies, achievements, lessons learned, and challenges for good governance, in practical experiences around 4 central themes:
- Shared governance of Protected Areas, management based on governance arrangements and horizontal and decentralized management strategies, with the participation of local communities (native, farmer, others).
- Participatory planning experiences: strategic planning of protected areas, in a participatory manner, and integrated with other local plans.
- Governance processes of large territories, in spaces such as the Amazon, considering the articulation between different countries.
- Use agreements: addressing the use and management of natural resources from the perspective of good governance.

Contenido del Curso
This offer of self-manageable courses is an initiative developed within the framework of the project for the Integration of Protected Areas of the Amazon Biome (IAPA, by its acronym in Spanish), with the support of the University for International Cooperation through its Latin American School of Protected Areas.
The project (IAPA) is an initiative that is part of the vision for conservation based on the Amazon ecosystem, proposed since 2007 by the Latin American Network for Technical Cooperation in National Parks (REDPARQUES, by its acronym in Spanish), to develop a regional agenda for joint work around the protection of this important area of the continent.
The implementing partners of this initiative are the IUCN (International Union for Conservation of Nature), the Worldwide Fund for Nature (WWF), and the United Nations Environment Program (UN Environment), under the coordination of the Food and Agriculture Organization of the United Nations (FAO).

Nuestras vidas están constantemente afectadas por las decisiones que toman otras personas. Por ejemplo, cuando éramos niños, nuestra vida estaba regida por las decisiones que tomaban nuestros padres. En nuestras comunidades, también dependemos de las decisiones que toman nuestros dirigentes, al igual que en el país. Cuando estudiamos, dependemos de las decisiones que toman nuestros maestros y directores del centro educativo. Por otro lado, en nuestros trabajos, también pasa lo mismo. También hay gente que depende de las decisiones que nosotros tomamos, de alguna forma, directa o indirectamente, los afectamos con lo que decidimos. Así pasamos constantemente, afectando a otros por nuestras decisiones o siendo afectados por las que toman otros.
Este curso se trata de las decisiones que se toman en las áreas protegidas, de cómo los gestores toman las decisiones y de cómo esto afecta a personas de las comunidades u otros actores vinculados. Se trata de cómo participan los afectados y cómo se respetan sus derechos legítimos, además de la forma cómo se rinden cuentas de lo decidido y se median los conflictos que estas decisiones hayan ocasionado. También veremos cómo estas cosas están siendo o no puestas en práctica en casos reales y qué mecanismos, lecciones aprendidas y buenas prácticas se están desarrollando en algunas áreas protegidas de Latinoamérica. De todo esto y otros aspectos hablaremos en este curso, o sea… de eso que llamamos “gobernanza”.
La gobernanza es un tema que está tomando mucha fuerza en el contexto de las áreas protegidas, por la importancia que tiene. Esto ocurre, porque en la gobernanza hablamos de aspectos que son de mucho interés para las personas, porque tienen que ver con el acceso a los recursos naturales, fuente de vida, cultura y economía para muchos pueblos. Con el ánimo de proteger la naturaleza, muchas veces hemos recurrido a limitar o prohibir del todo el acceso que tienen a ella las personas, comunidades, empresas y otros interesados, y eso causa en ocasiones conflictos. Pero hemos descubierto que el conflicto no se origina en la decisión misma, sino en la forma cómo se toma y lo arbitraria que esta puede haber sido. Tomar esas decisiones bajo un procedimiento correcto, aplicando principios y valores adecuados, es lo que llamamos la buena gobernanza.
Este curso gira alrededor de los lineamientos que han sido formulados sobre este tema en la Unión Internacional para la Conservación de la Naturaleza (UICN) y de las buenas experiencias en gobernanza de áreas protegidas que se han desarrollado en algunos países de la Región de América Latina y que analizaremos junto a sus protagonistas, precisamente para entender los desafíos de lograr una buena gobernanza en estos espacios naturales, sin perder el objetivo para el cual fueron creadas.
¿Qué veremos en este curso?
A lo largo de los distintos módulos del curso, abordaremos los siguientes temas:
- Concepto de cómo entendemos que es: gobernanza, áreas protegidas y conservadas, gobernabilidad, participación y gestión.
- Los 4 tipos de gobernanza que se identifican para las áreas protegidas.
- La relación entre gobernanza y las categorías de manejo de las áreas protegidas según UICN.
- Condiciones habilitantes para la buena gobernanza y Acuerdos internacionales que dan marco a los principios de la buena gobernanza.
- Los 5 principios para la buena gobernanza promovidos por la UICN y el Convenio de Diversidad Biológica.
- Diversos mecanismos y herramientas usados en la Región de América Latina, para apoyar la instalación de los principios de la buena gobernanza en la gestión de áreas protegidas y conservadas.
- Buenas prácticas, lecciones aprendidas y desafíos para la buena gobernanza, en casos prácticos alrededor de 4 temas centrales:
- Gestión y gobernanza compartida de Áreas Protegidas (gestión basada en arreglos de gobernanza y estrategias de manejo horizontales y descentralizados), con participación de comunidades locales (originarias, campesinas, otros).

Competencia que un estudiante podrá adquirir: El estudiante adquiere la competencia de conocer los elementos teóricos y conceptuales que le permiten evaluar la calidad de la gobernanza de un AP y/o AC, con base en los principios de la buena gobernanza de la UICN y conocerá experiencias prácticas que le ayuden a proponer acciones concretas de mejora.
Estructura general del curso:
El curso está estructurado en unidades académicas temáticas llamadas Módulos. Cada módulo está enfocado en un tema, tiene una evaluación y una demanda aproximada de entre 2 a 3 horas para el estudiante.
